Default Calvinistic (Political) Election?

I was reading through John MacArthur's recent book about the church and contemporary issues and he says it doesn't matter who we vote for because God has already determined who is going to win all of the elections (political). I know God "removeth kings, and setteth up kings:"(Daniel 2:21), but I'm not sure this applies to voting and elections. Its one thing to say God in His foreknowledge knows who will be elected, but its another thing to say He has already determined it.

Woe unto them that decree unrighteous decrees,...(Isaiah 10:1)
